Dear Governor Jerry Brown (State of California),

We, the undersigned, hold dearly our Constitutional Rights that govern the Land of the Free and Home of the Brave.  We have been made aware of the blatant disregard of the First Amendment,RIGHT TO FREE EXERCISE OF RELIGION”, which is an un-American and or an un-Constitutional Act, in regards to prisoners in the California Department of Corrections and Rehabilitation (CDCR).

We, the undersigned, have been shown how the California Department of Corrections and Rehabilitation (CDCR), have also violated the Fourteenth Amendment, “EQUAL PROTECTION CLAUSE”, in which CDCR has denied Muslim Inmates and interested Inmates who practice the Teachings of the Most Hon. Elijah Muhammad (the Last Messenger of Allah) as taught by the Hon. Min. Louis Farrakhan (the Divine Reminder of the Last Messenger of Allah), the Constitutional Rights afforded to ALL AMERICANS—including those laws that protect those who are confined.

We, the undersigned, are aware that CDCR discriminates against Inmates who are members of the Nation of Islam (NOI) under the Divine Guidance of the Hon. Minister Louis Farrakhan, and therefore are currently being denied their own Spiritual Advisors (Chaplains), funding for required reading materials (religious artifacts), fundamental to their overall worship, visits from outside Ministers, the acknowledgement of fundamental Holy Days (Saviours’ Day and the Holy Day of Atonement, etc.).

We, the undersigned, are ever aware and dissatisfied with the discrimination of our Family Members, Friends, and Fellow Believing Brothers and Sisters, that have been denied the right to worship Allah (God) who appeared in the person of Master Fard Muhammad, to Whom All Praise and Thanks are due forever and ever.

We, the undersigned, are Friends, Family, Fellow Believers, and Supporters of those incarcerated in the CDCR, under the Teachings of the Most Hon. Elijah Muhammad, as taught by the Hon. Minister Louis Farrakhan.

We, the undersigned, are aware that Protestants and Catholics in the CDCR are afforded separate worship times though both are Christians and read the Bible, however, Nation of Islam Inmates and those interested, are being forced to worship under Orthodox Muslim Chaplains who advocate against the worship of Allah in the person of Master Fard Muhammad.

We, the undersigned, know and understand CDCR and its un-Constitutional practices are discriminatory against the Nation of Islam Muslims and a violation of CDCR’s Title 15 Rules and Regulations of the California Department of Corrections and Rehabilitation--- CCR § 3210

(a): ”Institution Heads shall make every reasonable effort to provide for the Religious and Spiritual welfare of all interested Inmates, including, but not limited to, affording inmates a reasonable accommodation to attend a scheduled religious service…”

 We, the undersigned, are compelling the Governor of the State of California, Jerry Brown, and the Director/Secretary of the California Department of Corrections and Rehabilitation (CDCR), Matthew Cate, to issue an order to all thirty-three Institutions to acknowledge the First Amendment “Free Exercise of Religion” under the Religious Land and Institutionalized Persons Act (“R.L.U.I.P.A.”) (42 U.S.C. § 2000cc et seq.), which prohibits the Government from imposing “a substantial burden on the religious exercise of a person residing in or confined to an Institution…”.

In Conclusion, We, the undersigned, demand that Nation of Islam Inmates receive the Constitutional Equal Protection under the Law afforded to ALL INMATES, regardless of Creed, Class, Color, Sex and/or Religion.
